Absolutely, it allows us to be more communicative to homeowners and serves as an area in which association members can be more interactive within the community.

8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
There are many possibilities for change within our community. It is our residents that will let us know what they desire. Defeat of an idea is because the community has spoken. This must be respected by myself and the board.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?
Yes. By keeping the advisory committee intact, it will allow more input from those in the community that would not normally speak up.
10.) How would you cope with the intensity of angry, upset residents?
A high level of demeanor and patience is needed. You must look at all sides of the situation and try to accomplish a win-win attitude and solution.
11.) What MVR HOA decision do you feel your expertise could have solved in a more efficient and competent manner?
All of our decisions have been a learning process for everyone. As we take on new tasks, we have a greater understanding and experience to the table when making our decisions.
12.) In 50 words or less describe why you want to be an elected officer to the MVR HOA Board of Directors.
There are many reasons why I would be on the Mountain Vista board of directors. I would like to help ensure that all within our community are given the opportunity to be heard, are treated with respect and dignity, and that our ?Homeowner?s Association? is associated with Pride.

2.) If elected, what are your proposals/goals for the Homeowner?s Association?

Sailing smoothly with a financial plan intact, and many of the projects completed that I have referred to in this questionnaire, along with ideas proposed by others that I?m sure will be beneficial to our community.

No.
5.) Have you been or are you a member of the MVR advisory Committee?
Yes.

7.) What improvements would you like to see within the MVR community?

8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
I would always be open-minded when listening to new ideas for change, especially if it would be beneficial to our community. As far as dealing with a large defeat, I would not take it personally but there are two things I would do.
1. Examine my plan and see if in fact there were flaws with my thinking, and if there was, I would then accept that, and move on.
2. If I stilled believed my plan was the best plan, then I would try to educate the opposition over times to realize that my thoughts on the matter were the correct course of action, and hope the matter would be revisited in the future.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?
Yes. I believe the board should be open to input from intelligent and well-meaning members of our community, not people who want to be involved just to change the rules for their own agenda. There will also be times when the board will need volunteers to help with projects, hopefully those volunteers would come from the people who care about our community.
10.) How would you cope with the intensity of angry, upset residents?
Listen, educate myself, and take the time to understand and consider the big picture of their problems or complaints. If in fact the problem cannot be resolved to their liking, I would try to explain to them, very calmly, why and what possible compromise there might be, or the reason why there can?t be one at all.
11.) What MVR HOA decision do you feel your expertise could have solved in a more efficient and competent manner?
I feel that during the time I have participated in the Advisory Committee, it seemed that it took more time than it possibly should have to put some of our plans into action. There were many reasons I believe that these issues took as long as they did: frequency of our meetings and the legalities revolving around the items we were dealing with are just a couple. Had we met more often, maybe issues could have been resolved quicker.
12.) In 50 words or less describe why you want to be an elected officer to the MVR HOA Board of Directors.
I know I can bring ideas and make decisions that will not only preserve but will increase the value of our community and the homes within it. This will benefit all of us who own property in Mountain Vista Ranch. Some of my assets are a background in Management and exceptional People Skills that I?ve perfected while working for major corporations and running my own businesses. I also have a background in architectural design and construction.

Being able to work with others, being open-minded, following through with commitments and being decicated.
7.) What improvements would you like to see within the MVR community?
More recreational amenities for all ages.
8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
I believe homeowners in good standing have the right to vote on changes in the community. I may be disappointed by defeat, but would accept the decision of the majority.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?
Yes. The committee helps get people involved in decision-making. It also helps to gather information from all the neighborhoods.
10.) How would you cope with the intensity of angry, upset residents?
I would listen to their concerns and I would try to come up with a solution that would benefit all parties involved.
11.) What MVR HOA decision do you feel your expertise could have solved in a more efficient and competent manner?
As a transition board member I had a part in some of those decisions but if the board had been under the homeowners control I feel those decisions could have been made more efficiently.
12.) In 50 words or less describe why you want to be an elected officer to the MVR HOA Board of Directors.
I have enjoyed being part of the advisory committee and transition board. I would like to continue to help make the decisions that shape our community. I want to make Mountain Vista Ranch a place my family and I are proud to be a part of.

I would like to see the association very involved with the homeowners and the city of Surprise, on community improvements, neighborhood watch and crime prevention, and property value enhancements.
4.) Have you ever served in any capacity on a Board of Directors of any other HOA?
Not yet.
5.) Have you been or are you a member of the MVR advisory Committee?
No.
6.) In your opinion, how would you define doing a good job?
Because the homeowners are voting for board members, I should be representing the community members and their opinions about changes and new ideas.
7.) What improvements would you like to see within the MVR community?
I would like to see activities added to the parks, as well as organized events for our community. I would like to see an organized neighborhood watch program with regular education from our city police force.
8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
Possible changes would be adding to the existing parks, organizing community events, crime prevention education, or discussing the Advisory Committee roles. I believe in the democratic process, if I were outvoted, it would be due to the fact that the winning vote was what the majority of homeowners wanted.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?
I think it should stay intact, only if we can make more people aware of the representative in their area. This is a good way to keep homeowners in touch with neighborhood and association issues.
10.) How would you cope with the intensity of angry, upset residents?
By inviting them to the HOA meetings to express their opinions. If that didn?t work, I would listen to their issues, and bring them up the Board and their local advisor.
11.) What MVR HOA decision do you feel your expertise could have solved in a more efficient and competent manner?
I think the issues to date have been handled well by the association. I am just hoping to bring new ideas and more neighborhood representation to the HOA.
12.) In 50 words or less describe why you want to be an elected officer to the MVR HOA Board of Directors.
Because I work from home, I am able to meet the community and handle e-mails anytime. I want to enhance our community through activities, events, and programs. I want our community to get to know each other, so that there are fewer issues with vandalism, crime, and ?Angry Neighbor? syndrome.
1.) Name, Address & Lot Number.
Tony Segarra?15963 W. Smokey Dr. Lot#88
2.) If elected, what are your proposals/goals for the Homeowner?s Association?
I would work towards making the HOA an institution that would work to improve the quality of life in the area and foster the feeling of neighborhood among all residents. I would make suggestions to be voted on, to change and/or modify some portions of the CC&Rs in order to better serve all residents.
3.) Where would you like to see the HOA by the end of your tenure?
In general, I would like to see the HOA functioning as a ?caring? group of individuals which is most interested in working with their neighbor in order to improve the quality of life in the neighborhood.
4.) Have you ever served in any capacity on a Board of Directors of any other HOA?
I have not served in any capacity in any other HOA.
5.) Have you been or are you a member of the MVR advisory Committee?
I HAVE BEEN A MEMBER OF THE Advisory committee since 1997/98.
6.) In your opinion, how would you define doing a good job?
To do a good job is to accomplish tasks to the satisfaction of some and dissatisfaction of others and at the same time knowing you have given your best to accomplish such task.
7.) What improvements would you like to see within the MVR community?
Somehow, I would like to find a way to encourage participation in the business of running the HOA. I would also like to see guidelines set in order to treat all situations the same (thus changes to the CC&Rs.) Through the HOA I would like to institute a system to report suspected individuals committing acts of vandalism ? this way we could keep a watchful eye in order to corroborate the tips. Would NOT accept anonymous tips but will guarantee total confidentiality.
8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
Items which I feel could be candidates for election items:
Street parking compromise;
Height of structures on the back of the house;
Modification on the procedure and/or techniques to deal with past due accounts;
If my ideas do not make it past the members of the board or if they get rejected by the voters, I am used to it ? I have served on the Planning and Zoning Commission for the city of Surprise and have seen my share of disappointments ? but I am still there trying to make a difference.
Another short thought on the matter is: my ideas are not always the best or the right ones, and I so accept it.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?
At this time I would keep the advisory committee for two reasons:
A. There is a LOT of work to be completed.
B. Encourage resident participation in their neighborhood group.
10.) How would you cope with the intensity of angry, upset residents?
Expulsion is my rule. The first thing I would work towards is setting guidelines and rules as to how the HOA meetings are to be conducted in order to carry out an orderly meeting. Shouting and interruptions would not be tolerated and if it seems the meetings tend to get out of hand, would suggest the hiring of security personnel to enforce our HOA meeting rules.
11.) What MVR HOA decision do you feel your expertise could have solved in a more efficient and competent manner?
I am not an expert in the field of neighborhood planning or human behavior but I feel I am capable of objectively solving problems affecting our neighborhood.

On the path to the future not living off the past. To constantly be moving ahead not stalemating and to allow new directors a comfortable transition.
4.) Have you ever served in any capacity on a Board of Directors of any other HOA?
I have served as a Board member on a water company in Colorado, Aristocrat Ranchette Estates Water Project.
5.) Have you been or are you a member of the MVR advisory Committee?
No.
6.) In your opinion, how would you define doing a good job?
A good job does not necessarily mean a large or big project. A task of any size if completed correctly can be deemed a good job.
7.) What improvements would you like to see within the MVR community?
-The community needs a better street system, not enough exits to main roads;
-Not make Mountain Vista Ranch another cookie-cutter community.
8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
-Changes are always a two-way street; to find a common ground is the best approach. If a board member can not take defeat, they should re-evaluate their position.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?Yes. Sometimes another set of eyes on a problem can put a solution seen from a different perspective.
10.) How would you cope with the intensity of angry, upset residents?
Keeping focused on the issue at hand i.e., residents should not be arguing about what someone thinks Sun City West residents pay for water.
11.) What MVR HOA decision do you feel your expertise could have solved in a more efficient and competent manner?
My expertise in an association lies primarily in a water board capacity. My experience in management and as an instructor allows a view from a business standpoint.
12.) In 50 words or less describe why you want to be an elected officer to the MVR HOA Board of Directors.
Upon moving to Arizona 1 years ago I looked at several communities. Some were so restrictive I could not believe it was tolerated. After reading Mountain Vista Ranch?s covenants we decided this was the place. As an elected officer, I would like to keep our community safe and clean and still allow residents to be individuals. There are covenants that are not necessary and a bit intrusive. The majority are very acceptable.
I believe my style, management experience and just being a regular guy can benefit both residents and fellow officers1.) Name, Address & Lot Number.

8.) Explain your thoughts and feelings on possible changes that might be voted on by the majority of homeowners? How would you accept the possibility of defeat by an overwhelming vote on something you might truly believe in?
Defeat by a majority vote is fair. I would have no problem with that, regardless of my disappointment.
9.) Are you willing to keep the Advisory Committee? If so, why? If not, why not?
Yes! The additional involvement and input would be a great asset.
10.) How would you cope with the intensity of angry, upset residents?

In all honesty, I have not been here long enough to give an answer to this question.
